The facilitator, Joanne Barker, will be joined by two staff from the International Group of the Commonwealth Department of Education and Training, who will contribute to the discussion. The two DET staff are Ms Mimi Mastrolembo, Director of International Scholarships, and Ms Angela Zhang, A/g Assistant Director of the Policy and Legislation Section, which has responsibility for ESOS.

To assist our discussions, it would be appreciated if delegates could come to the session with familiarity with the National Code of Practice for Providers of Education and Training to Overseas Students 2018.

Program Manager, Endeavour Scholarships and Fellowships Program

Joanne Barker’s background is in the management of international student recruitment, international admissions and international scholarships. Since November 2016, she has worked at Scope Global as Program Manager, Endeavour Scholarships and Fellowships Support Services. The Endeavour Scholarships and Fellowships program is funded by the Australian Government and aims to develop educational, research and professional linkages between individuals, organisations and countries and to increase the skills and global awareness of high-achieving individuals from Australia and overseas.
From 2006 to 2016, Joanne was Director International at the University of Adelaide, a Group of Eight university enrolling 25000 students including 7000 international students in 2016. She has also worked in international education and administrative management positions at Flinders University.
Joanne currently serves on the US-based ETS TOEFL Board (at Educational Testing Services) as its Australasian representative. Previously she was an elected member of the Board of the International Education Association of Australia (IEAA) from 2012 to 2016 and the Chair of its Professional Development Committee. She has undertaken studies in arts, education and business and is a graduate of three universities in Australia; the University of Adelaide, the University of South Australia and La Trobe University. She is currently enrolled part-time in an MA in Applied Linguistics at the University of Adelaide.
